City of West Liberty, Iowa
The City of West Liberty identified and prioritized several streets and intersections that needed to be replaced. The city council interviewed several consultants and selected Ament, Inc. to provide engineering design services as well as full-time construction observation.
The project included complete removal of several city blocks in both residential and commercial areas of town. Several of the streets were over 80 years old with the original bricks still intact, while others had been overlaid with asphalt.
In some areas of the project the new street intersections had to tie in with concrete, asphalt and brick. Several homeowner driveway approaches were replaced as part of the project.

- specifications
- construction documents

- right-of-way negotiations
- bidding assistance
- full time construction observation
Ament recommended that the City award the project as two separate contracts, to obtain better pricing from contractors. The first contract included the street reconstruction portion while the other covered only the intersection replacements. The project was bid in early April and; despite numerous rain days, construction was completed by late fall.
A unique part of this project involved a connection with the City's restoration of a historical train depot. The City wanted to incorporate the original paving bricks in the street leading up to the train depot. Ament designed the foundation for the street and volunteer groups laid two full city blocks of the original 80-year-old bricks that had been saved. A group of Ament volunteers laid bricks for a day to assist the City with their project.
Ament Performance on Cost:
The final bid for this project was awarded at $1.046 million dollars against Aments' cost opinion of $1.057 million.
